This allows to register a user.

My idea is that user registration should not be mandatory, as I find it quite annoying when having to create a user just to comment on something on a web page. I might never plan to visit the site again.

On the other hand for regular users it would be annoying to fill in user information every time from scratch. So registering a user would make the application fill out the user information part of the forms in advance for the comment, vote, new proposal etc. pages, speeding up usage.

Later we might make user login mandatory for some things, eg. maybe for financial commitments, login would be mandatory

Also, I suppose that this login facility somehow needs to be merged with any other logins that we use on our pages, so users would only have to register once.
